Come back from the burbs.
If you study the most desirable neighborhoods in downtown Toronto you would find housing that is close to transit, specialty shops, parks and schools. The local shops tell you more about the people in the area than any other item.
Think better restaurants and specialty markets as opposed to cheque cashing scams, dollar stores or pawn shops. Although up-and-coming neighbourhoods might have a little of both while in transition.

Look for houses and multi family buildings in the pocket have desirable qualities or a good chance of improving in the near future.
I like to be able to go out for dinner without driving, walk to a park with the kids, stroll over to the library or buy some clothes at the nearby family shop. The best neighbourhoods allow you to live with the majority of your life without straying too far.Of course people always want to feel safe. The best way to make these discoveries is to ask people who live in the area what their experience has been like. The police can only give you so much worthwhile information.
